The goal of the Weatherization Assistance Program is to improve energy efficiency for income-eligible households while assuring health and safety. Our energy auditors, who are BPI certified, will evaluate the home/apartment to determine what can be done to improve heating and cooling efficiencies. The energy conservation resulting from these efforts helps reduce dependency on foreign oil and decreases the cost of energy for consumers while improving the health and safety of their homes.

People We Serve

These programs serve residents of East Providence, Barrington, Warren, Bristol, Tiverton, Little Compton, Portsmouth, Middletown, Newport, and Jamestown. Applicants must be income-eligible through the LIHEAP program’s income guidelines, or by Rhode Island Energy’s basic residential rate of A-60, including homeowners or renters. A landlord must be income-eligible and live on the property of a 1-4 unit building.

These programs are free. The Weatherization Assistance Program (WAP) is operated in all 50 states, the District of Columbia and in Native American Tribes.

Income Guidelines

Key Features

The Weatherization Program conducts Home Energy Assessments to improve the energy efficiency of homes using the most advanced technologies and testing protocols available in the housing industry. Based on individual Home Energy Assessments, households may qualify for the following no-cost energy saving upgrades:   

  • Refrigerator, freezer, clothes washer, dehumidifier, and window air conditioner replacements
  • Weather stripping
  • Home insulation
  • Air sealing of leaks

The Weatherization Program also supports the Home Electrification and Appliance Rebate (HEAR) Program, administered by the Rhode Island Office of Energy Resources (OER).  This program supports the adoption of ENERGY STAR certified heat pump clothes dryers, electric stoves, ranges, ovens, or induction cook tops, electric wiring, and electric load service centers for Rhode Island residents. Please note that rebates for electrical cooking appliances are available only for switching from non-electric to electric models, not for upgrading existing electric appliances.  To learn more about the HEAR program click here.

Low Income Home Energy Assistance Program (LIHEAP) is a seasonal program, running this heating season from October 1, 2025 to April 15, 2026.  LIHEAP helps households stay warm in the winter through programs that reduce the risk of health and safety problems that arise from unsafe heating practices.

Per season, a one-time supplemental grant is sent directly to vendors who then credit the client’s account for the amount specified. Eligible clients also qualify for a reduced electric rate.

Weatherization Assistance Program reduces energy costs for LIHEAP eligible households by increasing the energy efficiency of their homes, while ensuring their health and safety. LIHEAP helps income-eligible clients meet the ever-increasing cost of heating and reduce energy burden. To apply for LIHEAP you may either complete our online application or call our office at 401-437-1000, ext. 6606 to apply over the phone.  For returning clients, a renewal application was mailed to your address with instructions.

If you need in-person assistance with your application, walk-ins are welcome at the East Providence location during normal business hours. For in-person assistance in Newport, please call 401-847-7821, ext. 1534. For in-person assistance in Tiverton, please call 401-625-5134, ext. 2306.
